1. The “Implementation Plan for the Reform of the Import Management System for the Prohibition of Foreign Waste Entry into the Solid Waste” requires a total ban on the entry of foreign garbage!
In July 2017, the State Council promulgated the “Implementation Plan for the Reform of the Import Management System for the Prohibition of Foreign Waste Imports into Solid Wastes”, which clearly stated “the catalogue for the adjustment of imported solid wastes by batch classification” and “gradual and orderly reduction of the types and quantities of solid waste imports”. And a huge wave has been set up around the world.
At present, the "Program" has been formally implemented, and it is required that from 2018, the imported waste materials will no longer be "double-headed", and the domestic processing and utilization units must be consistent with the imported domestic consignees, that is, "single-headed." Enterprises that are actually engaged in the processing and utilization of imported waste materials need to apply for a domestic consignee certificate.
The ban on abolition is aimed at comprehensively prohibiting the entry of foreign garbage, strengthening the control of illegal entry of foreign garbage, and establishing a long-term mechanism for blocking the entry of foreign garbage. This will help to further increase the demand for domestic plastic raw materials. At the same time, the recycling rate of domestic waste plastics will also increase significantly. After the reshuffle and adjustment of the entire industry, the scale of the enterprise has increased, and the quality of the employees has also been greatly improved.
2. The “Import Waste Management Catalogue” was adjusted in April, and the scope of prohibited solid waste is further expanded!
On April 19, 2018, the Ministry of Ecology and Environment issued a notice on the adjustment of the Catalogue of Imported Waste Management. The “foreign waste” ban imposed 32 kinds of solid waste. At the end of 2017, the “prohibition of waste” has classified 24 types of solid wastes, such as waste plastics from domestic sources, unsorted waste paper, waste textiles and vanadium slag, as prohibited imports.
In this adjustment, seven kinds of finished leather, leather products or scraps of recycled leather will be transferred from the Catalogue of Solid Wastes for Restricted Imports as Raw Materials to the Catalogue of Prohibited Imported Solid Wastes to further regulate the import management of solid waste.
In the future, in the face of the grim situation of the imported waste plastics industry, domestic waste plastics and new materials will become the main force to make up for the blank of imported waste plastics. 3. China proposes a new solid waste import environmental control standard, implemented in March 2018
At the end of 2017, the Ministry of Environmental Protection of China revised the “Regulations on Environmental Protection of Imported Solid Wastes as Raw Materials” and the “Regulations on Environmental Protection of Imported Waste Papers”, aiming to further strengthen the restrictions on the import of solid wastes that can be used as raw materials. Import management.
In addition, the Ministry of Environmental Protection of China submitted a series of documents to the World Trade Organization (WTO) on November 15, 2017. The document pointed out that China will adopt the new Environmental Protection Control Standard for Imported Solid Wastes as Raw Materials, which came into effect on March 1, 2018.
The new standard defines waste plastics as thermoplastic scraps, trims and defectives produced during the production of plastics and plastics. It also requires that imported waste plastics should not be mixed with radioactive waste, and should not be mixed with explosive bombs, shells and other explosive weapons and ammunition. The total weight of hazardous wastes in waste plastics should not exceed 0.01% of the weight of imported waste plastics. The total weight of the object shall not exceed 0.5% of the weight of the imported waste plastic.
Remind relevant enterprises to pay great attention to the latest standards for imported waste plastics. The waste plastics imported by enterprises as raw materials must be declared to the inspection and quarantine institutions before entry, and the inspection and quarantine departments can pass the inspection according to the requirements of the national compulsory standards. Sales use.
4. “Measures for the Supervision and Administration of Inspection and Quarantine of Solid Wastes Imported as Raw Materials” The General Administration of Quality Supervision, Inspection and Quarantine officially canceled the qualifications of the consignees of trading companies!
According to the requirements of the State Council on controlling raw materials for imported waste this year, the General Administration of Quality Supervision, Inspection and Quarantine officially completed the examination and approval of the Measures for the Supervision and Administration of the Inspection and Quarantine of Imported Solid Wastes as Raw Materials by the end of 2017. The new management measures were in 2018. From January 1st, it will be officially implemented.
The new method has been adjusted mainly in the following aspects: First, it is necessary to clarify that the registered entity of the importer of imported waste must be a processing and utilization enterprise with legally operating import qualifications, and emphasizes that the waste materials imported by the consignee are limited to Processing and utilization, no transfer in any form. The second is to clarify that the supplier registration and the consignee registration certificate are valid for 5 years. The third is to open the pre-shipment inspection. If the conditions are met, the work can be carried out after filing with the AQSIQ. Fourth, for all waste materials arriving in Hong Kong, fumigation and disinfection and other sanitation treatments will be required according to the situation, which will also increase customs clearance time and costs.
5. Measures for the Supervision of Customs of the People's Republic of China on Customs
Can imported solid waste be handled for transit transportation? The answer is yes. However, solid waste that is allowed to be transferred within the scope of Article 2 of the Customs Regulations of the Customs of the People's Republic of China on the Regulation of Transit Goods shall meet certain conditions before transshipment.
In October last year, the General Administration of Customs promulgated the “Regulations on Regulating Transit Transportation Business”, stipulating that from January 1st, 2018, only four cases will be allowed to transit and the rest will become customs clearance transportation! Among them, the processing and utilization enterprises in the “circle area management” of the imported solid waste with certain conditions will carry out the solid waste transfer business in accordance with the relevant regulations on customs transport after approval by the General Administration. Imported solid waste must meet the following conditions:
1. The transit of imported solid waste into the designated land is the port of designated import solid waste.
2. The inspection and quarantine of imported solid waste shall be implemented in the country of transit.
3. The transfer of imported solid waste refers to the “circular area management” park of imported solid waste approved by the national environmental protection department and approved by the national environmental protection department.
4. The place where the imported solid waste is transferred to the place of supervision and the large-scale container inspection equipment in the “circle area management” of the imported solid waste have been installed and paid for.
V. Imported solid waste “Circle Management” The park has implemented customs supervision and has the conditions for strict implementation of “three 100%” inspection, 100% inspection, mobile inspection, video surveillance and other on-site operations supervision.
6. The imported solid wastes transferred to the “Circle Management” park are limited to solid wastes that are exclusively used for processing and utilization by enterprises in the park.
7. The satellite transportation terminal has been installed in the transit transport vehicle for imported solid waste, and the satellite positioning information is transmitted to the customs logistics supervision system in real time.
In addition, the "Decision of the General Administration of Customs on Amending Some Regulations" was reviewed and approved by the General Administration of Customs on May 28, 2018, and will be implemented on July 1, 2018. The revised 71 regulations and adjustments are mainly reflected in the implementation of the main body and business processes, aiming to further simplify customs procedures, reduce the burden on enterprises, and reduce institutional transaction costs. For plastics and related companies, logistics costs in raw material procurement and import and export trade are greatly reduced, which is a good thing for the profitable plastics industry.
In summary, the narrowing of the import side impacts the profits of waste plastics enterprises, but for the future development of the industry, enterprises must rationally look at related issues and recognize the state's attitude toward imported waste. At present, the management of imported waste in China is more stringent, the procedures are more complicated, and the proportion of entrained materials that are strictly limited by the new import standards for waste materials is very difficult to operate. Therefore, it is necessary for the vast number of enterprises to open up more channels as soon as possible, to do a good job of transformation and long-term development. For example, actively expand domestic sources of raw materials, or transform other industries; join hands with peer companies and relevant departments to cooperate to establish and improve China's recycling system; innovative industry recycling model, broaden derivative products; upgrade recycling technology and equipment.
